The Brevard County Clerk of the Circuit Court and Comptroller welcomes the recent finding that former Clerk Mitch Needelman has been deemed competent to stand trial on the numerous charges filed against him.
This office remains fully committed to supporting all efforts to ensure accountability and stands ready to provide any and all assistance necessary throughout the judicial process.
As part of the sentencing in related cases, two individuals—Matt Dupree and Rose Harr—were ordered by the Court to pay restitution to the Clerk’s Office. The following is a summary of the financial obligations and payments made to date:

- Rose Harr: $500
- Total Monthly Payments: $700
Total Received to Date:
- Matt Dupree: $5,600
- Rose Harr: $11,000
- Total Received: $16,600
Original Restitution Amounts:
- Matt Dupree: $258,004.78
- Rose Harr: $1,241,902.00
Remaining Balances:
- Matt Dupree: $252,404.78
- Rose Harr: $1,230,902.00
These individuals still owe significant restitution to the Clerk’s Office. Under the terms of their sentencing, early termination of probation will not be permitted unless and until restitution is paid in full.
